Introduction:
The Union Government launched a new scheme “Rashtriya Vayoshri Yojana (RVY)” on 1st April, 2017 to providing physical aids and assisted-living devices for senior citizens belonging to BPL category in district Nellore, Andhra Pradesh. Under the new scheme the central government would offer free living assistive devices to senior citizens belong to BPL families to make their lives easy. It is the Central Sector Scheme
(CCS) in India, to be fully funded by the Central Government. The Scheme will be implemented through the agency - Artificial Limbs Manufacturing Corporation (ALIMCO), a PSU under the Ministry of Social Justice and Empowerment.

- The Government has hence devised the Central Sector Scheme to provide Physical aids and Assisted Living Devices for such senior citizens suffering from age related disabilities/ infirmities, who belong to BPL category.
- To enable older people from economically backward society live an active life and create an aged-friendly society.
- To providing them life assisting devices so that they can maintain near normalcy in morbidity;
- This scheme will be distributed free of cost physical aids and assisted-living devices for senior citizens belonging to BPL category.
- The devices distributed will help senior citizens overcome their age-related physical impairment and lead a dignified and productive life with minimal dependence on care givers or other members of the family.
- The government has set a target of dividing assistive living devices among 2,000 identified beneficiaries for free in each camp.
- The devices to be distributed among the beneficiaries will be of high quality and conform to the standards laid down by the Bureau of Indian Standards.
- The committee can utilize the data of BPL category taking old age pension under the NSAP or any scheme of the state/UTs for identification senior citizens belonging to BPL category.
- More than 70% of the population of senior citizens lives in rural areas of the country. A big percentage (5.2%) of the senior citizens suffers from some sort of crippled related to old age. Projections indicate that the number of elderly population will increase to around 173 million by 2026.
- In that 30% of the beneficiaries in each district shall be women.
- In case of multiple disabilities/infirmities manifested in the same person, the assistive devices will be given in respect of each disability.
- The expected financial outlay over the next three years (up to 2019-20) is Rs. 483.6Crores.
- It is expected to benefit 5, 20,000 senior citizens.
Under the Scheme, the following Aids and Assisted-Living Devices will be provided to eligible elderly beneficiary senior citizens, depending upon their physical impairment –
- Tripods / Quadpods
- Artificial Dentures
- Walking sticks
- Wheelchair
- Elbow crutches
- Spectacles
- Walkers / Crutches
- Hearing Aids
Senior Citizens, belonging to BPL category and suffering from any of the age related disability, that means Hearing impairment, Low vision, Locomotors disability and Loss of teeth will be provided with such assisted-living devices which can restore near normalcy in their bodily functions, overcoming the disability exposed.
