TPSA- A Transgender Welfare Scheme

Introduction:
The State Government of Orissa has launched a scheme for the welfare of Transgender community. The scheme is named as Tritiya Prakriti Suraksha Abhiyan (TPSA). The scheme is announced by the Social security empowerment persons department (SSEPD). The TPSA guidelines must be introduced by the SSEPD to uplift the condition of the community across the state. The motto of this scheme is to provide scholarships and rehabilitation facilities to the transgender students. Apart from that, scope of employment and various basic facilities must be given to the 3rd gender community of the state.

Eligibility of the Tritiya Prakriti Suraksha Abhiyan Scheme:
The facilities provided under the scheme must be provided only to the students of transgender community of the state.

Advantages of the Tritiya Prakriti Suraksha Abhiyan Scheme:

• The socially deprived Transgender community would be benefited by this scheme.
• The transgender of Orissa would be identified and rehabilitation would be provided to them.
• Employment opportunities must be provided to them.
• The transgender students must get a post-metric scholarship of Rs. 550 per month for the day scholar.  
• Under this scheme, the Transgender students must get Rs. 1,200 for ten months if they are hostel boarders.
• The transgender students would be trained under a Skill Development program conducted by the State Government. Each of the trainees must get a stipend of Rs. 15000 for approximately 200 hours of that course.

Features of the Tritiya Prakriti Suraksha Abhiyan Scheme:

• The Tritiya Prakriti Suraksha Abhiyan Scheme must be implemented and supervised by the Social security empowerment persons department (SSEPD).
• The Department would conduct an identification survey to estimate the numbers of transgender in the state. 
• Under this scheme, transgender people would be given rehabilitation facility. There would be various policies to ensure security, safety and social welfare of these 3rd gender people.
• The transgender students would get financial assistance under this scheme. 
• The SSEPD would conduct special programs throughout the state to provide the transgender students job-oriented technical training to enhance their employability.
• The Government would provide Rs. 1000 financial assistance per month to the parents of the transgender children.
• The students, who want to opt for the hostel facility, would get the scholarship of Rs. 350 per month. The amount would be provided for 10 months.
• The students from class VIII to class X studying the schools of the state would get the financial assistance from the Government.
• Post-metric scholarship of Rs. 550 and Rs. 1200 would be provided per month to the day scholars and hostel students respectively. 
• According to the survey of Socio-Economic Caste Census 2011, the population of transgender in Orissa is approximately 43,161 in the rural areas and 4,632 in the urban areas.
• Under this new scheme, it would be ensured that the transgender community would get complete benefit to improve the social status of them.

Conclusion:
In 2014, the Apex court of India recognized the transgender as the third gender legally. The State Government wants to give social identity to them by implementing this scheme. The facilities are given with the purpose that these people can lead a dignified life ahead.
