Introduction:
The
Union Cabinet has approved “Pradhan
Mantri Gramin Digital Saksharta Abhiyan “scheme to prepare 6crore rural households digitally
literate on 8th February, 2017. Our Prime Minister Narendra Modi has
approved this scheme on that day. This scheme is to extend digital literacy to
over 6crore rural households in rural areas across the country. The budget for
this is Rs 2,351.38crore which is
going to use under digital literacy by March
2019. With the approval of the Agenda, scope of digital banking, as eye by
the PM, will find a steep progress. Now all the eyes are towards 2019, since
that can shape up the Cashless India dream of PM.
Objectives:
- Making one person in every family digitally literate is one of the integral components of the Prime Minister's vision of "Digital India"
- To ensure proportionate geographical reach, each of the 250,000 Gram Panchayats would be expected to register an average of 200-300 candidates.
- To make Rs. 25crore rural houses digitally literate by the year 2019.
- To train students for the finical year 2016-2017 has been taken is 25lakh and for the year 2017-2018 is to train Rs. 275lakhs students and in the year 2018-2019 is to train 300 students.
- To improve cashless transactions through mobile phones, Mobile Banking, the project curriculum would place emphasis on Digital Wallets, Unstructured Supplementary Service Data (USSD), Unified Payments Interface (UPI), and Aadhaar Enabled Payment System (AEPS).
- This is the scheme to make 6crore persons in rural areas, digitally literate, across States/UTs reaching to around 40% of rural households by covering one member from every eligible household by 31st March, 2019.
- Literate persons (i.e. Digitally literate persons) would be able to manage computers or digital access devices (like tablets, smart phones, etc.), send and receive emails, access Government Services, browse internet, undertaking cashless transactions, search for information and hence use IT to actively partake in the process of nation building.
- India in order to provide technical and digital training to these youths specially the youths from the rural area this project is launched.
- After getting digital training, each personnel would be able to operate computers and other digital devices like smart phones and tablets, browse internet, send and receive emails, search for information, access Government Services, and undertake cashless transactions.
- To accomplish the goal of the project, IT and Electronic Department of the state will collaborating each other and the delegation of the power will be through District e-Governance Society (DeGS) and State Implementing Agencies (SIAs).
- Going Cashless is not the base and basis of the agenda, although this claim is been made at different levels.
- According to the NSSO survey, held in 2014, near to 94crore or 94% of the total rural population of the nation is not holding a computer. This implied that only 6% of the total rural population is literate digitally.
A
household is defined as a unit comprising of Head of family, spouse, children
and parents. All such households where none of the family member is digitally
literate will be deliberated as eligible household under the Scheme.
The
identification of the benefits would be carried out by CSC-SPV in active
collaboration with DeGS, Gram Panchayats, and Block Development Officers. The
list of such benefits would be made available on the scheme portal.
Age: 14
to 60 Years.
Preference
would be given to SC, ST, and BPL women, differently-able persons and
minorities.
