ADVANCED FARMING-ENRICHED FARMERS SCHEME for Banking Exams

Introduction:
The Maharashtra Government launched a new
scheme named “Advance Farming- Enriching
Farmer Scheme” on 16th April, 2017
to increase agricultural production while ensuring profit for the farmer. The
scheme announced amidst demands for waiver of farm loan in the state, will be
launched in the upcoming Kharif Season.
The conception is to
cheer up diversification of crops and avoid spillover production which can cause prices of agricultural produce to plummet. Under the scheme, each tensile of the state will be declared as a unit. These units will be used on planning for agri-development. The farmers in the state are also demanding loan waiver from the government but instead the government has announced the scheme which will help farmers increase their income. An announcement of such a scheme for doubling the income of farmers was made in the financial budget 2017-18 of the state in March 2017.

Objectives:
- The scheme aims at increasing the income of farmers by cutting production cost and increase in output;
- Diversification of the crops;
- Making farmers’ financial stable;
- Increasing the production of major crops in the state;
- Generating a unit among farmers through farm producer companies;
Features of this scheme:
- Under the initiative, the government has declared each tensile in the state as a unit where planning will be done for agri-development.
- Mechanization of farming on tractors, machines for polishing, grading and packing of produces, power tillers and translators would get 60% more funds which will be transferred directly to the bank account of the farmer linked with Aadhaar.
- The major tasks that would be undertaken are: raising production of major crops (up to the level of its genetic yield potential), diversification of crops, introducing marketing techniques, uniting farmers through farm producers’ companies and making them financially stable.
- Apart from this, a campaign named farmer outreach campaign will be launched to inform the farmers about the techniques that can be used for agriculture during the Kharif Season. The campaign will run between 25 May and 8 June 2017.
- In the campaign, the farmers would be informed about the latest techniques which can be used during the Kharif season to increase productivity and efficiency.
- The government has come up with a resolution in which it is said that each tensile will be given target of production. The district agricultural department is asked to commensurate with farmers and their societies about the target of production. They will plan for the crop according to the soil, water conservation, loans being distributed in tensile, etc.
- Under the scheme, each unit will be given a target to produce more crops so that the income generated by the farmer’s is more than the amount of loan taken by them.
